In order to further prevent and control pollution, strengthen the control of smoke emissions from boilers, effectively reduce pollutant emissions, and continuously improve air quality, according to the Law of the People’s Republic of China on the Prevention and Control of Air Pollution, the Regulations of Guangdong Province on the Prevention and Control of Air Pollutionand the Emission Standard of Air Pollutants for Boilers(DB 44/765-2019), special emission limits of air pollutants stipulated in Table 3 of the Emission Standard of Air Pollutants for Boilers(DB 44/765-2019) should be implemented for boilers burning biomass moulding fuel and gas-fired boilers in Guangzhou with the consent of the People’s Government of Guangzhou Municipality. Relevant matters are as follows:
1. Implementation Scope
Boilers burning biomass moulding fuel and gas-fired boilers within the administrative area of Guangzhou.
2. Implementation Time
2.1 New boilers. Starting from June 12, 2023, new boilers burning biomass moulding fuel and gas-fired boilers will be subject to special emission limits of air pollutants.
2.2 Boilers in use. Starting from March 12, 2024, special emission limits of air pollutants should apply to boilers burning biomass moulding fuel and gas-fired boilers which have been built or whose environmental impact assessment documents have been approved before the date of implementation of this Notice.
3. Implementation Requirements
3.1 Special emission limits of air pollutants for boilers burning biomass moulding fuel and gas-fired boilers specified in this Notice refer to the emission limits specified in Table 3 of the Emission Standard of Air Pollutants for Boilers(DB 44/765-2019), i.e., “particulate matters ≤10mg/m3, sulfur dioxide ≤35mg/m3, nitrogen oxide ≤50mg/m3”. If any standards newly formulated (revised) or issued by the State or local governments are stricter than the emission limits specified in Table 3 of the Emission Standard of Air Pollutants for Boilers(DB 44/765-2019), such newly formulated (revised) or issued standards should prevail.
3.2 Enterprises and institutions with boilers burning biomass moulding fuel and gas-fired boilers in use should take effective measures to ensure that they can meet the special emission limits of air pollutants within the specified time. Those failing to do so will be investigated and dealt with by competent ecological and environmental authorities in accordance with relevant laws and regulations.
4. Implementation Date
This Notice should come into force on June 12, 2023 and be valid for 5 years.
