The Notice of Guangzhou Municipal Ecological Environment Bureau, Guangzhou Municipal Transportation Bureau, Guangzhou Administration for Market Regulation and Guangzhou Municipal Public Security Bureau on Implementing Inspection and Maintenance System for Motor Vehicle Emissions

  In order to prevent and control exhaust pollution from motor vehicles, further improve the environment and air quality in Guangzhou and protect public health, according to theLaw of the People’s Republic of China on the Prevention and Control of Atmospheric Pollution, the Regulations of Guangdong Province on the Prevention and Control of Exhaust Pollution of Motor Vehicles, the Regulations of Guangzhou Municipality on the Prevention and Control of Exhaust Pollution of Motor Vehicles, and the Forwarding the Notice of the Ministry of Ecology and Environment, the Ministry of Transport and the State Administration for Market Regulation on Establishing and Implementing Inspection and Maintenance System for Vehicle Emissions (Sui Huan [2020] No. 13 of the Department of Ecology and Environment of Guangdong Province, the Department of Transport of Guangdong Province and the Guangdong Administration for Market Regulation, as approved by the Guangzhou Municipal People’s Government, this Municipality shall implement the inspection and maintenance system for motor vehicle emissions. Relevant matters are as follows:

  1. The inspection and maintenance system for motor vehicle emissions mentioned in this Notice refers to the management system for motor vehicle emissions via regular inspection, supervision test, and maintenance and repair so that motor vehicle emissions can meet relevant standards and requirements.

  2. This Notice applies to all motor vehicles that accept the safety technology inspection by this Municipality and those used in this Municipality and subject to the supervision test according to the law, including those with local and non-local license plates.

  3. The regular inspection for motor vehicle emissions shall be organized and carried out by Guangzhou Municipal Ecological Environment Bureau and shall be specifically carried out by motor vehicle inspection institutions which are certified by Guangzhou Administration for Market Regulation and whose systems are connected with the system of Guangzhou Municipal Ecological Environment Bureau. The supervision test for motor vehicle emissions shall be organized and carried out by Guangzhou Municipal Ecological Environment Bureau, with the cooperation of Guangzhou Municipal Public Security Bureau and Guangzhou Municipal Transportation Bureau.

  4. The maintenance and repair of the emission performance of motor vehicles shall be organized and carried out by Guangzhou Municipal Transportation Bureau and shall be specifically carried out bymaintenance and repair companies with the operation qualification for the maintenance and repair of Type-I and Type-II motor vehicles and maintenance and repair companies that maintain and repair engines and hold the operation qualification for the maintenance and repair of Type-III motor vehicles in this Municipality. Relevant administrative measures shall be separately formulated by Guangzhou Municipal Transportation Bureau.

  5. The regular inspection for motor vehicle emissions stipulated in this Notice is an integral part ofsafety technology inspection for motor vehicles and shall be carried out simultaneously with safety technology inspection for motor vehicles. Motor vehicles of all types shall, from the date of registration, accept the regular emission inspection according to the time limit for safety technology inspection specified by the Regulations on Implementing the Law of the People’s Republic of China on Road Traffic Safety and the Opinions on Strengthening and Improving Motor Vehicle Inspection (Gong Jiao Guan [2014] No. 138) of the Ministry of Public Security and the former General Administration of Quality Supervision, Inspection and Quarantine of the People’s Republic of China.

  6. Emission inspection methods and emission standards for motor vehicles of all types are as follows:

  6.1 The emission inspection for spark-ignition engine vehicles shall comply with the standards stipulated by the Limits and Measurement Methods for Emissions from Gasoline Vehicles Under Two-speed Idle Conditions and Short Driving Mode Conditions (GB 18285-2018). As for the regular inspection, VMAS shall be adopted for light-duty vehicles with spark-ignition engines, while IDLF shall be adopted for heavy-duty vehicles with spark-ignition engines and light-duty vehicles not suitable for VMAS. As for the supervision test, IDLF shall be adopted.

  6.2 The emission inspection forcompression-ignition engine vehicles shall comply with the standards stipulated by the Limits and Measurement Methods for Emissions from Diesel Vehicles Under Free Acceleration and Lugdown Cycle (GB 3847-2018). As for the regular inspection, lugdown shall be adopted for compression-ignition engine vehicles, while free acceleration shall be adopted for vehicles not suitable for lugdown. As for the supervision test, free acceleration shall be adopted.

  6.3 Motorcycle inspection shall adopt IDLF and comply with theLimits and Measurement Methods for Exhaust Pollutants from Motorcycles and Mopeds Under Two-speed Idle Conditions (GB 14621-2011).

  6.4 Inspection methods and emission limits for other motor vehicles shall comply with corresponding national standards.

  7. Motor vehicle owners or relevant management individuals shall send their vehicles to qualified motor vehicle inspection institutions for emission inspection on time according to the time limit prescribed in this Notice. Motor vehicle drivers shall cooperate with the emission supervision test.

  8. Where a motor vehicle fails to meet emission standards after regular emission inspection, the motor vehicle inspection institution shall not issue a qualification emission inspection report, theTraffic Management Bureau of Guangzhou Municipal Public Security Bureau shall not issue a qualification logo for safety technology inspection, and Guangzhou Municipal Transportation Bureau shall disapprove the motor vehicle of passing the regular inspection for road transport vehicles.

  Where the motor vehicle owner has any objection to the result of regular emission inspection conducted by the motor vehicle emission inspection institution, he may, within seven working days from the date of receiving the inspection report, apply to Guangzhou Municipal Ecological Environment Bureau for re-inspection. If no objection is raised within the time limit, the motor vehicle owner shall be regarded as recognizing the inspection result. Guangzhou Municipal Ecological Environment Bureau shall, within seven working days from the date of receiving the application for re-inspection, notify the applicant to select another motor vehicle emission inspection institution for re-inspection, and the applicant shall, within seven working days from the date of receiving the notification, select another motor vehicle emission inspection institution for re-inspection.

  Where the motor vehicle fails to meet the standards after the emission supervision test, the motor vehicle owner shall maintain and repair it by himself within seven working days and go to a motor vehicle exhaust re-test site in this Municipality for exhaust re-test.

  9. If a motor vehicle fails to meet emissionstandards after the regular emission inspection and the supervision test, it shall be maintained and repaired by a maintenance and repair company with the operation qualification for the maintenance and repair of Type-I and Type-II motor vehicles or a maintenance and repair company that maintains and repairs engines and holds the operation qualification for the maintenance and repair of Type-III motor vehicles and meet emission standards after re-inspection. The list of maintenance and repair companies with the operation qualification for the maintenance and repair of Type-I and Type-II motor vehicles and maintenance and repair companies that maintain and repair engines and hold the operation qualification for the maintenance and repair of Type-III motor vehicles shall be released by Guangzhou Municipal Transportation Bureau.

  If a motor vehicle that fails to meet emission standards still fails to meet national emission standards for in-use motor vehicles after maintenance or adoption of pollution control technology, it shall be forcibly scrapped in accordance with Article 4(3) of theProvisions on Compulsory Scrappage Standards for Motor Vehicles. The owner shall deliver and sell the motor vehicle to a company for recycling and dismantling scrapped motor vehicles, which shall register, dismantle and destroy the motor vehicle according to relevant provisions of the state.

  10. Motor vehicle inspection institutions shall, in accordance with the provisions of this Notice and relevant laws, regulations, standards and norms, conduct the regular inspection for motor vehicle emissions, issue inspection reports, upload vehicle emission inspection data in real time to Guangzhou Municipal Ecological Environment Bureau, and bear legal liabilities for inspection results.

  Motor vehicle inspection institutions shall post the contact information about maintenance and repair sites within this region in eye-catching places in the service hall and rest area to facilitate vehicle owners to contact the sites and send their vehicles there for maintenance and repair. Motor vehicle inspection institutions shall actively provide convenient measures such as reservation service, green channels and preferential test fees for re-inspected vehicles.

  11.Guangzhou Municipal Ecological Environment Bureau, Guangzhou Municipal Transportation Bureau, Guangzhou Municipal Public Security Bureau and Guangzhou Administration for Market Regulation shall, according to their functions and duties, supervise and regulate emission inspection by motor vehicle inspection institutions, and investigate and deal with violations of relevant laws, regulations and inspection standards and norms according to laws and regulations.

  The Traffic Management Bureau of Guangzhou Municipal Public Security Bureau, Guangzhou Administration for Market Regulation,Guangzhou Municipal Transportation Bureau and Guangzhou Municipal Ecological Environment Bureau shall establish a long-term joint supervision mechanism for motor vehicle safety technology inspection institutions, severely crack down on fraudulent inspection by inspection institutions, and promote the healthy development of the industry.

  12. Motor vehicle maintenance and repair companies shall, in accordance with the provisions of this Notice and relevant laws, regulations, standards and norms, maintain and repair motor vehicles, issue maintenance and repair certificates, make clear and reasonable charges, timely submit vehicle maintenance and repair information to Guangzhou Municipal Transportation Bureau, and bear legal liabilities for maintenance and repair quality.

  13. Guangzhou Municipal Transportation Bureau shall supervise and regulate motor vehicle maintenance and repair companies, and investigate and deal withviolations of relevant laws, regulations and maintenance and repair standards and norms according to laws and regulations.

  14. Guangzhou Municipal Ecological Environment Bureau shall establish amotor vehicle pollutant emission supervision system and database while Guangzhou Municipal Transportation Bureau shall establish a motor vehicle maintenance and repair system and database. These two systems shall be connected and exchange data. The motor vehicle pollutant emission supervision system shall be associated with the safety technology inspection system of the Traffic Management Bureau of Guangzhou Municipal Public Security Bureau and exchange data. The content and format of data exchange shall be determined by relevant departments, and the scope of data exchange shall be expanded in due course.

  15. Motor vehicle inspection institutions and motor vehicle exhaust re-test sites shall conduct their tasks based on the maintenance data and information transmitted through the network or relevant maintenance and repair certificates before re-inspecting vehicles with excessive exhaust pollutants.

  16. Definitions of terms in this Notice

  16.1 Motor vehicles refer to in-use motor vehicles, motorcycles and other motor vehicles that run on gasoline, diesel or gas fuel with valid licenses.

  16.2 Motor vehicle emission inspection refers to the inspection of emission control devices of motor vehicles (including fuel evaporation control device, crankcase emission control device, exhaust emission control device and vehicle-mounted diagnosis system, etc.), and the pollutant emission test.

  16.3 Motor vehicle emissionsupervision test refers to the supervision test jointly conducted by Guangzhou Municipal Ecological Environment Bureau and the Traffic Management Bureau of Guangzhou Municipal Public Security Bureau on motor vehicles running on the road for their emissions of atmospheric pollutants, and the supervision test jointly conducted by Guangzhou Municipal Ecological Environment Bureau and Guangzhou Municipal Transportation Bureau on in-use motor vehicles in centralized parking sites and maintenance and repair sites of motor vehicles for their emissions of atmospheric pollutants.

  16.4 Motor vehicle maintenance and repair refers to the adjustment, repair or replacement of relevant parts for motor vehicles with defects or faults in emission control devices, or which do not meet emission standards, in accordance with technical standards of the original factories, to restore them to normal technical status and meet emission standards.

  16.5 The definitions of light-duty vehicles and heavy-duty vehicles shall be subject to relevant standards mentioned in Article 6 of this Notice.

  16.6 The latest version of the texts quoted in this Notice, if any, shall prevail.

  17. The consultation and complaint hotline for motor vehicle emission inspection by Guangzhou Municipal Ecological Environment Bureau is 83190024, and the complaint hotline for motor vehicle maintenance and repair is 12345.

  18. This Notice shall take effect on March 1, 2022, and be valid for five years. TheNotice of Guangzhou Municipal Ecological Environment Bureau, Guangzhou Municipal Transportation Bureau, Guangzhou Administration for Market Supervision and Guangzhou Municipal Public Security Bureau on Implementing Regular Inspection and Maintenance System for Motor Vehicle Exhaust Pollution (Sui Huan Gui Zi [2020] No. 4) shall be annulled simultaneously.
