According to the the regulations ofLaw of the People's Republic of China on Prevention and Control of Air Pollution, Regulations of Guangdong Province on the Prevention and Control of Air Pollution, Regulations of Guangdong Province on Prevention and Control of Motor Vehicle Exhaust Pollution, Regulations of Guangdong Provincial Department of Environmental Protection on Supervision and Networking of motor Vehicle Emission Inspection Institutions (Yue Huan Han [2016] NO.881), Regulations of Guangzhou Municipality on Prevention and Control of Motor Vehicle Exhaust Pollution and so forth, our bureau has formulated Measures of Guangzhou Municipality on the Supervision and Networking of Vehicle Emission Inspection Institutions, and now it was sent for printing and implementation.

Measures of Guangzhou Municipality on the Supervision and Networking of Vehicle Emission Inspection Institutions
1.General Provisions
1.1.In order to standardize the network work of exhaust inspection of motor vehicles and strengthen the daily supervision of exhaust inspection, and according to the the regulations of Law of the People's Republic of China on Prevention and Control of Air Pollution, Regulations of Guangdong Province on the Prevention and Control of Air Pollution, Regulations of Guangdong Province on Prevention and Control of Motor Vehicle Exhaust Pollution, Regulations of Guangdong Provincial Department of Environmental Protection on Supervision and Networking of motor Vehicle Emission Inspection Institutions (Yue Huan Han [2016] NO.881), Regulations of Guangzhou Municipality on Prevention and Control of Motor Vehicle Exhaust Pollution and so forth, these measures are formulated in light of the actual conditions of this Municipality.
1.2.The network of motor vehicle exhaust inspection organizations mentioned in these measures refers to qualified motor vehicle exhaust inspection organizations that, in accordance with relevant laws and regulations, upload relevant data through the Internet and realize real-time sharing of inspection data with municipal administrative department of ecological environment.
1.3.The qualified motor vehicle exhaust inspection institutions mentioned in these measures refer to the inspection institutions that have obtained the qualification for motor vehicle safety technical inspection or comprehensive performance testing of operating vehicles, referred to as inspection institutions.
1.4.These measures shall apply to the interconnection and relevant administration of motor vehicle exhaust inspection within the administrative areas of this municipality.
1.5.The Municipal Ecological Environment Bureau shall be responsible for organizing and implementing the interconnection of exhaust inspection and related administration in this municipality, and coordinating the interconnection work according to the verification results of the interconnection technology.
1.6.The networked technical verification shall be organized and implemented by the Municipal Environmental Monitoring Central Station. The relevant work guidelines are shown in Annex 1.
2.Networking Transaction
2.1.The inspection institution shall meet the following conditions:
2.1.1.With independent legal personality.
2.1.2.The construction project environmental impact assessment registration form has been put on record or the construction project environmental impact assessment documents have been approved.
2.1.3.Obtain the qualification certificate of inspection and testing institution through the qualification certification of the market supervision department.
2.1.4.The layout of exhaust inspection site should be reasonable with sufficient light, and each function area should be clearly marked.
2.1.5.The testing instruments and equipment are verified or calibrated by metrology and meet the requirements of relevant standards and specifications. The data communication interface and data format of the industrial control system meet the requirements of the information management of the municipal department of ecological environment.
2.1.6.Hardware devices such as video monitoring, data storage, system server and license plate recognition device are configured to establish a special local area network and connect with the municipal motor vehicle emission supervision and management system with optical fiber, so as to meet the needs of real-time transmission of exhaust inspection data and real-time monitoring.
2.1.7.The uploaded network data can meet the requirements of national and provincial automobile environmental information network regulations.
2.1.8.In principle, each test line shall be equipped with at least 2 testing technicians who meet the requirements stipulated by the state.
2.1.9.Establish a complete and effective quality management system and management system, establish and keep exhaust inspection files in accordance with relevant regulations. Make business license, organization code certificate, job responsibilities, staff code, inspection procedures, vehicle emission standards, test fee standards, etc., known to the public.
2.2.Exhaust inspection networking shall be handled according to the following procedures:
2.2.1.Inspection organizations log on the Guangzhou Eco-Environment network to download the Network Information Form of Guangzhou Motor Vehicle Exhaust Inspection Organizations (see Annex 2) and fill in the form as required.
2.2.2.In accordance with the relevant requirements of the Guidelines of Guangzhou Municipality on The Technical Verification of Networked Automobile Exhaust Inspection Institutions, the inspection institutions shall submit the networked data to the Municipal Environmental Monitoring Central Station.
2.2.3.The Municipal Environmental Monitoring Central Station shall audit the networked data submitted by the inspection institution, and carry out the networked technical verification according to the relevant requirements and in combination with the verification opinions on the networked transmission of the inspection institution issued by the Municipal Environmental Information Center. Fill in the Technical Verification Form of Guangzhou Motor Vehicle Exhaust Inspection Institutions, and submit technical verification opinions to the Municipal Ecological Environment Bureau for those qualified by technical verification.
2.2.4.The Municipal Ecological Environment Bureau shall issue a reply letter of networked opinions based on the technical verification opinions put forward by the Municipal Environmental Monitoring Central Station.
2.2.5.The inspection institution realizes the network with the Municipal Ecological Environment Bureau.
2.3.The inspection institution shall submit the following networking materials to the Municipal Environmental Monitoring Central Station:
2.3.1.Network Information Table of Guangzhou Motor Vehicle Exhaust Inspection Institutions (See Annex 2).
2.3.2.Copy of business license of enterprise legal person or copy of legal person certificate of institution
2.3.3.A copy of the environmental impact registration form of the construction project or the approval of the environmental impact assessment document of the construction project.
2.3.4.Copy of qualification certificate and attached schedule of the inspection and testing institution.
2.3.5.Copy of verification and calibration certificate of testing instrument.
2.3.6.Copy of relevant professional technical materials of motor vehicle exhaust detection personnel.
2.4.If an inspection institution relocates its premises or the inspection site, it shall reconnect to the Internet.
2.5.For the inspection institutions that have approved the environmental impact report form of construction projects, the inspection and acceptance shall be completed within one year after networking and report to the Municipal Environmental Monitoring Center and submit the screenshot of the application of the construction project in the National Environmental Impact Assessment Management Information Platform for Construction Projects and the acceptance opinions of the construction unit; If the acceptance has not been completed, the relevant test data will not be received.
3.Network Change Management
3.1.If the inspection institution intends to increase the number of inspection lines, change the type and location of inspection lines and main inspection equipment (including industrial control software), it shall go through the procedures of networking change.
3.2.Networking changes shall be handled according to the following procedures:
3.2.1.Inspection organizations log on the Guangzhou Ecological Environment Network to download the Guangzhou Motor Vehicle Exhaust Inspection Organizations Network Change Information Form (see Annex 3), and fill in as required.
3.2.2.In accordance with the relevant requirements of the Guidelines of Guangzhou Municipality on The Technical Verification of Networked Automobile Exhaust Inspection Institutions, the inspection institutions shall submit the networked data to the Municipal Environmental Monitoring Central Station.
3.2.3.The Municipal Environmental Monitoring Central Station shall audit the networked data submitted by the inspection institution, and carry out the networked technical verification according to the relevant requirements and in combination with the verification opinions on the networked transmission of the inspection institution issued by the Municipal Environmental Information Center, and fill in the Technical Verification Form of Guangzhou Motor Vehicle Exhaust Inspection Institutions, and submit technical verification opinions to the Municipal Ecological Environment Bureau for those qualified by technical verification.
3.2.4.The Municipal Ecological Environment Bureau shall issue a reply letter of the networked change opinions based on the technical verification opinions put forward by the Municipal Environmental Monitoring Central Station.
3.2.5.The municipal environmental monitoring center station shall handle the alteration of inspection organizations.
3.3.The inspection institution shall submit the following materials for network change::
3.3.1.The Networked Change Information Table of Guangzhou Motor Vehicle Exhaust Inspection Institutions (see Annex 3).
3.3.2.The registration form of environmental impact of construction projects, or a copy of the approval document of environmental impact assessment of construction projects, the screenshot of the application in the National Environmental Impact Assessment Management Information Platform for Construction Projects and the acceptance opinions of the construction units.
3.3.3.Copy of qualification certificate and attached schedule of the inspection and testing institution.
3.3.4.Copy of verification and calibration certificate of testing instrument.
3.3.5.Copy of relevant professional technical materials of motor vehicle exhaust detection personnel.
3.4.If the legal person name (site and equipment are not changed), address name, legal representative, administrative person in charge, category of inspection institution, etc. are changed, a written material report shall be submitted to the Municipal Environmental Monitoring Central Station within 30 days after the change of relevant information.
4. Responsibilities of Networked Inspection Institutions
4.1.Inspection institutions shall voluntarily accept the supervision and administration of ecological and environmental departments and observe the following codes of conduct:
4.1.1.Exhaust inspection of motor vehicles shall be carried out in strict accordance with the statutory testing methods, standards and norms, and authentic and accurate inspection reports shall be issued. Illegal software is strictly prohibited, and legal liability shall be borne for the inspection results.
4.1.2.Consciously abide by the Regulations of Guangzhou Motor Vehicle Inspection Institutions on Score Management of Exhaust Inspection Business (Trial) (NO.103 SH〔2014〕) and relevant industry regulations, and according to the requirements of the national and provincial standards for motor vehicle environmental information networking, the network connection with the ecological environment department will be realized, and the test results will be submitted to the municipal administrative department of ecological environment for supervision.
4.1.3.In strict accordance with the provisions of qualification recognition, ensure the normal operation of the internal quality management system, conduct metrological verification and calibration of testing instruments and equipment on time, carry out periodic inspection during the period, and equip them with complete and effective standard substances.
4.1.4.It shall not in any way operate or participate in the operation of motor vehicle maintenance business.
4.1.5.Shall not require or imply excessive exhaust vehicles to the designated motor vehicle maintenance enterprises for maintenance and control, shall not sell the owners or drivers of the vehicle exhaust pollution control products.
4.1.6.It is forbidden for motor vehicle maintenance enterprises, intermediary organizations and individuals to carry out maintenance business consultation or solicit business in inspection institutions, and take isolation measures for vehicle inspection personnel and inspection personnel to avoid fraud.
4.1.7.Strengthen the professional training of testing personnel, so that they can master the relevant laws and regulations, standards and specifications and basic knowledge of vehicles, and correctly choose the testing methods for standardized testing of vehicles.
4.1.8.In strict accordance with the relevant administrative provisions, the vehicles that do not meet the emission standards after testing shall be checked and their records of maintenance conducted by the maintenance enterprises with qualification of vehicle maintenance and operation of Category I and II shall be reinspected.
4.1.9.Before the exhaust inspection, do a good job of vehicle appearance inspection, to prevent the owner of the motor vehicle or its agent to temporarily replace the motor vehicle pollution control device and other deceptive means through the exhaust inspection.
4.1.10.Set up professional computer management personnel, strengthen the management and maintenance of LAN, optical fiber link, computer, server, video and other information facilities, to ensure their safety, normal power supply, smooth links, as well as the integrity of the detection process data, real-time transmission of inspection data to the department of ecological environment.
4.1.11.Video monitoring equipment shall meet the management requirements of municipal department of Ecology and environment, and the storage period of relevant video monitoring data shall not be less than 180 days.
4.1.12.Cooperate with municipal competent department of ecological environment to do the comparison test of inspection ability.
4.2.The inspection institution shall submit the work report of the previous year to the municipal ecological environment department before the end of February each year. The main contents include:
4.2.1.Basic information of inspection institution. Including the number, type and change of detection lines, detection ability, detection method, etc.
4.2.2.Check the working condition. This includes the network and qualification of inspection institutions, the implementation of rules and regulations and quality management of inspection institutions, the use and maintenance of testing equipment, the testing system and data transmission network, the operation technology and professional ability of testing personnel, the implementation of relevant standards and specifications, and the annual inspection of vehicles, etc.
4.2.3.Existing major problems and corrective measures.

5. Responsibilities of the Supervision and Administration Department
5.1.The ecological and environmental departments shall strengthen the supervision and administration of inspection institutions according to the following division of labor.
5.1.1.The law enforcement agency of The Municipal Ecological Environment Bureau shall be responsible for doing a good job in the daily law enforcement and supervision work of inspection institutions, establishing the work mechanism of inspection, law enforcement and supervision, and investigating and punishing illegal and irregular inspection activities according to law.
5.1.2.The municipal environmental monitoring central station shall be responsible for the daily management of the inspection institution, establish the management mechanism, and coordinate and deal with relevant daily affairs.
5.1.3.Municipal Environmental Information Center is responsible for receiving and uploading networked data of Guangzhou motor vehicle emission ssupervision and management system, daily operation and maintenance, system follow-up development, etc., and establishing relevant management and emergency work mechanism to ensure the safe and stable operation of the system.
5.2.To the motor vehicle exhaust inspection institutions that are found to have falsified inspection results, issued false reports, or used illegal software during the inspection that do not meet the requirements of supervision and networking, and the department of ecology and environment will follow the Notice of the Ministry of Environmental Protection, the Ministry of Public Security and the CNCA on Further Standardizing Emission Inspection and Strengthening Environmental Supervision and Administration of Motor Vehicles (Guo Huan Gui Da Qi [2016] No. 2), and punish in accordance with the relevant provisions of the Law of the People's Republic of China on the Prevention and Control of Air Pollution, and the information related to dishonesty shall be incorporated into the public credit information management system in accordance with the Provisions of Guangzhou Municipal Public Credit Information Administration (Order no. 166 of Guangzhou Municipal People's Government) and punished according to law.
5.3.Ecological and environmental departments should strengthen the analysis of vehicle emission inspection data, if the inspection data of multiple vehicles are identical, the inspection volume in different places is too high, the inspection pass rate of the same vehicle is abnormal, the first inspection pass rate is too low, but the reinspection pass rate is too high, the reasons should be analyzed in time, and organize a random check of the motor vehicle exhaust inspection institution with abnormal data every quarter.
5.4.The ecological and environmental departments shall strengthen the supervision over the inspection institutions. If the vehicle exhaust pollution test is conducted in violation of relevant laws, regulations and technical specifications, the test data shall be invalid and the relevant test data shall not be received.
5.5.No fees will be charged for the exhaust inspection network data audit, technical verification and other work.
5.6.If an inspection institution violates the provisions of relevant laws and regulations on environmental protection, it shall be investigated and dealt with in accordance with the relevant provisions of the Law of the People's Republic of China on The Prevention and Control of Air Pollution and the Regulations of Guangdong Province on the Prevention and Control of Motor Vehicle Exhaust Pollution.
6. Supplementary Provisions
6.1.These measures shall take effect as of the date of publication and shall be valid for 3 years.
