Furniture manufacturing enterprises:
In order to win the battle for blue skies and regulate the pollution control of volatile organic compounds (VOCs) in the furniture manufacturing industry of our city, and according to the relevant regulations of theLaw of the People's Republic of China on Prevention and Control of Air Pollution, the Comprehensive Treatment Plan for Volatile Organic Compounds in Key Industries (Huan Da Qi No. 53) of the Ministry of Ecology and Environment, Work Plan for the Prevention and Control of Volatile Organic Matter Pollution During the 13th Five-Year Plan Period (Huan Da Qi No. 121) of the six ministries and commissions, including the Ministry of Environmental Protection and the Work Plan for The Regulation and Emission Reduction of Volatile Organic Compounds (VOCs) in Guangdong Province (2018-2020) (Yue Huan Fa No. 6), and combined with the actual situation of this city, we decided to carry out the renovation work of volatile organic matter pollution in furniture manufacturing industry. The relevant matters are hereby notified as follows:
1.This Notice applies to newly built or existing furniture manufacturing enterprises within the administrative areas of Guangzhou that have procedures such as coating, spraying, gluing and drying, etc. that produce volatile organic matter waste gas (hereinafter referred to as "PROCESS of producing VOCs").
2.The regulation of volatile organic matter pollution referred to in this Notice refers to the prevention, control and treatment of volatile organic matter pollution generated in the production process of furniture manufacturing enterprises.
3.Furniture manufacturers with an annual production capacity of more than 10 tons of volatile organic compounds should do so before June 30, 2020, and the furniture manufacturers whose annual production of volatile organic compounds is less than 10 tons strive to complete the fourth remediation task of this Notice before June 30, 2020 and no later than September 30, 2020.
4.Requirements for remediation tasks:
4.1.Clean replacement of raw and auxiliary materials.
For wood furniture manufacturing enterprises, water-based, UV curing and other low VOCs content coatings should be promoted, and the replacement ratio should reach more than 60%; For metal furniture manufacturing enterprises, promote the use of powder coatings; , water-based adhesive was used comprehensively, and the replacement ratio reached 100%.
Among them, the VOCs content limit of waterborne coatings should meet the relevant requirements ofEnvironmental Labeling Product Technical Requirements of Waterborne Coatings (HJ2537-2014). The VOCs content of water-based adhesive is less than 100mg/L, and the formaldehyde content is less than 100mg/kg. If new standards are issued by the state and province, all kinds of raw and auxiliary materials containing VOCs should meet the requirements of the new standards.
4.2.Production process control.
Raw and auxiliary materials containing VOCs should be kept airtight in the process of production, packaging, transportation, transfer, use and storage, etc. They should be opened at will during use and sealed in time after use to reduce volatilization.
Allocate (mixing, stirring, etc.), painting (spray, dip coating, spray coating, the roll besmear, brush besmear, coating, etc.), bonding (glue, hot pressing, composite, laminating, etc.), drying (drying and air drying, drying, etc.), clean (dip, spray washing, leaching, rinse and scrub, etc.) of VOCs such as process, should be carried out within the closed negative pressure in the workshop, and set up the exhaust pipe centralized collection import pollution control facilities for processing, and be in line with the relevant requirements of theVOC Unorganized Emission Control Standard (GB37822-2019).
Promote the use of electrostatic spraying, spray coating, roller coating, dip coating and other advanced technology.
4.3.Install efficient pollution prevention and control facilities.
Installation of pollution prevention and control facilities in furniture enterprises should include: exhaust gas collection facilities, exhaust gas treatment facilities and exhaust gas cylinder.
Waste gas collection facilities have an organic waste gas collection efficiency of no less than 80%.
The exhaust pipe shall be provided with a closed sampling port in accordance with theGuidelines for the Standardized Establishment of Pollutant Discharge Outlets in Guangdong Province (Yue Huan  No. 42) and other requirements, in order to detect the concentration of organic waste gas before and after purification. There shall be no bypasses or waste gas leakage
The waste gas treatment facilities should be equipped with the functions of treating paint mist, filtering dust and highly efficient purification of organic waste gas, and can reflect the flow rate of waste gas, total VOCs concentration and total VOCs removal rate (in line with relevant national and provincial standards), so as to ensure the stable emission of waste gas up to the standard. VOCs removal rate should not be less than 50% in the process of using water-based coatings and other raw and auxiliary materials with low VOCs content. For processes using solvent-based raw and auxiliary materials, the VOCs removal rate should reach more than 80%. For furniture enterprises with a pre-purification voc emission rate of more than 2kg/h, the VOCs removal rate should reach more than 80%.
The height of the exhaust cylinder shall not be less than 15 meters in general. The exhaust pipe shall be provided with a closed sampling port in accordance with theGuidelines for the Standardized Establishment of Pollutant Discharge Outlets in Guangdong Province (Yue Huan  No. 42) and other requirements, in order to detect the concentration of organic waste gas before and after purification. There shall be no bypasses or waste gas leakage
VOCs emission conforms to the relevant requirements ofGuangdong Provincial Volatile Organic Compound Emission Standard for Furniture Manufacturing (DB44/814-2010) and VOC Unorganized Emission Control Standard (GB37822-2019).
4.4.Standardize internal management.
Furniture enterprises should standardize internal management mechanism, establish ledger management system and operating rules according to actual production conditions, and define the replacement cycle of waste gas treatment consumables.
The standing book records shall include but not be limited to the following: 1. Names of VOCs raw and auxiliary materials (coatings, curing agents, diluents, adhesives, cleaning agents, etc.) and their VOCs content, including the purchase amount, usage amount and inventory of VOCs raw and auxiliary materials, as well as the recycling method and amount of VOCs raw and auxiliary materials. 2. Key parameters of exhaust gas collection and treatment facilities. 3. Purchase and replacement records of waste gas treatment related consumables (activated carbon, filter cotton, UV lamp tube, etc.), and storage and disposal of hazardous wastes such as activated carbon, filter cotton, and UV lamp tube after use. 4. Installation, maintenance and operation of pollution prevention and control facilities, internal self-inspection of enterprises and training of employees in pollution prevention and control (production operation and facility operation), etc.
The period for keeping the standing books shall not be less than three years.
5.After the completion of pollution remediation, a furniture manufacturing enterprise shall timely inform the local ecological and environmental departments, submit the basic data of the unit, the remediation project technical report, the exhaust gas monitoring report issued by the qualified monitoring unit, the internal management ledger and other relevant materials, and cooperate with the relevant departments and units to verify the remediation situation.
6.Furniture manufacturing enterprises that commit any of the following acts shall be investigated and dealt with by the ecological and environmental departments in accordance with law:
6.1.The emission of volatile organic compounds does not meet the requirements of the Furniture Manufacturing Industry Volatile Organic Compounds Emission Standard (DB44/814-2010) and the Non-Organized Emission Control Standard for Volatile Organic Compounds (GB37822-2019).
6.2.From October 1, 2020, those does not meet the requirements of the fourth rectification task of the Notice and continue to carry out production activities in violation of the law of the People's Republic of China on the Prevention and Control of Air Pollution and other laws and regulations.
7.Ecological environment, industry and information technology, and market supervision and administration departments should strengthen the linkage mechanism, and coordinate to carry out the remediation of VOCs pollution in the furniture manufacturing industry, urge and guide the industry to carry out water-based transformation of production processes and equipment, increase the clean replacement of raw and auxiliary materials containing volatile organic compounds, such as water-based coatings and water-based adhesives, and establish a reporting system on renovation progress and supervision.
8.The VOCs waste gas purification process with little or no solid waste is encouraged to reduce the production of solid waste. The activated carbon, filter cotton, UV lamp and other hazardous wastes generated during the purification of VOCs waste gas shall be stored in strict accordance with the hazardous waste storage standard (GB18597-2001), and shall be delivered to the hazardous waste treatment and disposal unit with corresponding business license qualification for treatment and disposal, and encourage intensive production by sharing coating production lines and efficient pollution prevention and control facilities, so as to save production costs, reduce energy consumption and improve production and control efficiency.
9.Rectify and clean up furniture manufacturing enterprises that "operate without licenses" or "have incomplete environmental protection procedures" in accordance with the law.
10.This Notice shall take effect as of the date of publication and shall be valid for 3 years.
