In order to prevent and control exhaust pollution from motor vehicles, further improve the environmental air quality in our city, and protect public health, and according to the relevant regulations ofLaw of the People's Republic of China on Prevention and Control of Air Pollution, Regulations of Guangdong Province on Prevention and Control of Motor Vehicle Exhaust Pollution, Regulations of Guangzhou Municipality on Prevention and Control of Motor Vehicle Exhaust Pollution and Notice of Guangzhou Municipal People's Government on the Implementation of the Administration of Environmental Protection Marks for Motor Vehicles (Sui Fu [2013] No. 25), with the consent of the municipal people's government, this municipality shall implement a system of regular inspection and maintenance of exhaust pollution on motor vehicles. The relevant matters are hereby notified as follows:
1.The motor vehicle exhaust pollution regular inspection and maintenance system mentioned in this circular refers to the pollution prevention and control measures for motor vehicles that are regularly inspected for exhaust pollution and are repaired if they fail to meet the emission standards after inspection.
2.This circular applies to all motor vehicles that are subject to safety technical inspection and comprehensive performance test in this municipality, including motor vehicles of municipal nationality and motor vehicles with foreign nationality plates that are subject to safety technical inspection and comprehensive performance test in this municipality.
3.Regular inspection of motor vehicle exhaust pollution shall be organized and carried out by the municipal competent department of ecological environment, and shall be carried out in detail by the motor vehicle inspection institutions entrusted by the competent department of ecological environment entrusted by this Municipality through the qualification recognition of the market supervision and administration department.
4.The maintenance of motor vehicle exhaust pollution shall be organized and implemented by the municipal competent department of communications and transport administration, and shall be specifically implemented by the maintenance enterprises of this Municipality with qualification of Class I and Class II motor vehicle maintenance and operation. Relevant administrative measures shall be formulated separately by the municipal competent department of transport administration.
5.The motor vehicle exhaust pollution test specified in this circular is an integral part of the motor vehicle safety technical test or comprehensive performance test of road transport vehicles. It shall be included in the process of safety technical test and comprehensive performance test, and shall be conducted in the same inspection institution as the safety technical test or comprehensive performance test, and shall not be conducted independently.
All types of motor vehicles shall, from the date of registration, be inspected for exhaust pollution in accordance with the safety technical inspection period stipulated in theRegulations for the Implementation of the Road Traffic Safety Law of the People's Republic of China and Opinions on Strengthening and Improving Motor Vehicle Inspection (Gong Jiao Guan [2014]No. 138) issued by thethe former General Administration of Quality Supervision, Inspection and Quarantine, etc..
Road transport vehicles shall, in addition to being inspected in accordance with the provisions of the preceding paragraph, be inspected for exhaust pollution within the time limit prescribed for comprehensive performance testing.
6.The exhaust pollutant detection methods adopted by various types of motor vehicles and the emission standards implemented are as follows:
6.1.The detection of light vehicles with ignited engines adopts the simple transient work situation method, and the Emission Limits of Exhaust Pollutants for Light Vehicles with Ignited Engines (Simple Transient Work Situation Method) is implemented (DB44/632).
Heavy vehicles with igniting engines and light vehicles for which theLimits for Emission Of Exhaust Pollutants from Light Vehicles with Ignited Engines (Simple Transient Working Conditions method) (DB44/632) is not applicable to the simple and transient work situation method, double idle speed method is adopted for detection, and the Emission Limits and Measurement Methods of Exhaust Pollutants from Vehicles with Igniting Engines (Double idle speed method and Simple Work Situation Method) are implemented (GB18285).
6.2.The method of loading deceleration is adopted for the detection of vehicles with compressed-combustion engine, and the Limits and Measurement Method of Exhaust Smoke Emission of Vehicles with Compressed-combustion Engine (Loading Deceleration Method) is implemented (DB44/593).
The Limits and Measurement Methods of Exhaust Smoke Emission of Vehicles with Compressed-combustion Engine (Loading Deceleration Method) (DB44/593) are not applicable to vehicles with loading deceleration work situation method. The free acceleration method is adopted to test and the Limits and Measurement Methods of Exhaust Smoke Emission of Vehicles with Pressure-ignition Engines and Pressure-ignition Engines (GB3847) are implemented.
6.3.The detection of motorcycles adopts the double idle speed method, and the Limits and Measurement Methods of Exhaust Pollutants of Motorcycles and Mopeds (Double idle speed Method) are implemented (GB14621).
6.4.The detection methods and emission limits of other motor vehicles shall comply with the corresponding national standards.
7.The owner of the motor vehicle or the relevant administrative personnel shall, within the time limit specified in this circular, send the vehicle to a qualified motor vehicle inspection institution for exhaust pollution inspection on time, and pay the test fee according to the charging standard approved by the price administrative department.
8.Motor vehicle by the test does not comply with the emission standards, motor vehicle inspection institution shall not issue the exhaust pollution of the qualified report, the ecological environment shall not be issued by the competent department of environmental protection inspection marks, the traffic administrative department of the public security organ may issue safety technical inspection marks, the competent administrative department for transport will not be through road transport vehicles for inspection on a regular basis.
9.If the motor vehicles fail to meet the emission standards after testing, the maintenance enterprises with the qualification of class I and Class II motor vehicle maintenance and operation shall be selected for maintenance, and discharge up to the standards after re-inspection. The list of maintenance enterprises with qualification of class I and Class II motor vehicle maintenance and operation shall be published by the municipal competent department of transportation administration and may be inquired in guangzhou transportation network.
If the motor vehicles that do not meet the emission standards still do not meet the relevant requirements of the national standards for in-use vehicles after they have been repaired, adjusted or adopted the emission pollution control technology and other measures, the vehicles that are subject to the safety technology inspection, compulsory scrapping of motor vehicles shall be conducted in accordance with the provisions of Article 4, item (3), of theStandard Provisions on Compulsory Scrapping of Motor Vehicles(Decree No. 12 of the Ministry of Commerce, The National Development and Reform Commission, the Ministry of Public Security and the Ministry of Environmental Protection, 2012), and after going through the scrapping formalities in accordance with the prescribed procedures, it shall be handed over to the traffic administrative department of the public security organ for cancellation; The competent department of transport administration shall revoke the road transport certificate of the vehicle whose comprehensive performance is tested.
10.The motor vehicle inspection institutions shall, in accordance with the provisions of this circular and relevant laws and regulations, standards and norms, conduct exhaust pollution inspection on motor vehicles, issue inspection reports, show certificates and collect fees, upload vehicle inspection data in real time to the municipal competent department of ecological environment, and bear legal responsibility for the inspection results.
11.The competent ecological and environmental departments and the market supervision and administration departments shall, according to their functions and duties, supervise and administer the exhaust inspection of motor vehicle inspection institutions, and investigate and punish the inspection behaviors that violate relevant laws and regulations and inspection standards and norms in accordance with laws and regulations.
The traffic administrative department of the public security organ, the market supervision administrative department and the ecological environment administrative department should establish a long-term mechanism of joint supervision of the motor vehicle safety technical inspection institutions, severely crack down on the fraudulent inspection activities of inspection institutions, and promote the healthy development of the industry.
12.The motor vehicle maintenance enterprises shall, in accordance with the provisions of this circular and relevant laws and regulations, standards and norms, carry out maintenance of motor vehicles, issue maintenance certificates, clearly mark the price, timely upload vehicle maintenance information to the municipal administrative department of transport, and bear legal responsibility for the maintenance quality.
13.The competent departments of transportation administration shall supervise and administer the motor vehicle maintenance enterprises, and investigate and deal with the violations of relevant laws and regulations, maintenance standards and norms in accordance with laws and regulations.
14.The municipal competent department of ecological environment shall be responsible for the establishment of the motor vehicle exhaust pollution supervision and management system and database, and the municipal competent department of transportation administration shall be responsible for the establishment of the motor vehicle maintenance system and database. The two systems shall be networked and data exchange shall be conducted. The supervisory and management system of motor vehicle exhaust pollution should be connected with the safety technical inspection system of the traffic administrative department of the public security organ and realize data exchange. The content and format of data exchange shall be determined by the departments concerned, and the scope of data exchange shall be expanded in due course.
15.The motor vehicle inspection organizations shall take the maintenance data information transmitted through the Internet or the relevant maintenance certificates as the basis for the re-inspection of vehicles with excessive exhaust pollutants.
16.The meaning of the terms used in this circular.
16.1.Motor vehicles refer to motor vehicles, motorcycles and other motor vehicles in use with valid licenses and burning gasoline, diesel or gaseous fuels.
16.2.Motor vehicle exhaust pollution inspection refers to the inspection of motor vehicle emission control devices (including fuel evaporation control device, crankcase emission control device, exhaust emission control device and on-board diagnostic system, etc.) and the detection of pollutant emissions.
16.3.Motor vehicle maintenance refers to the adjustment, repair or replacement of relevant parts and components in accordance with the original technical standards of the motor vehicles whose emission control devices have defects or faults or do not meet the emission standards, so as to restore them to the normal technical state and meet the emission standards.
16.4.Light vehicles and heavy vehicles are defined from the above standards.
17.The telephone number for consulting and complaining about motor vehicle exhaust pollution inspection is 83190024, and that for consulting and complaining about motor vehicle maintenance is 96900.
18.This notice shall take effect as of the date of publication and shall be valid for five years. The Notice of Guangzhou Environmental Protection Bureau, Guangzhou Transportation Committee Guangzhou Quality and Technical Supervision Bureau and Guangzhou Public Security Bureauon on the Implementation of the Regular Inspection and Maintenance System for Motor Vehicle Exhaust Pollution(Sui Huan [2015] NO.142) shall be abolished simultaneously.
