Sui Huan Gui Zi [2020] NO. 3

　　In order to implement theAir Pollution Prevention and Control Law of the People's Republic of China and strictly control exhaust pollution from motor vehicles, and in accordance with the relevant requirements of the Announcement on The Implementation of The Fifth Stage Motor Vehicle Emission Standards jointly issued by the Ministry of Ecology and Environment and the Ministry of Industry and Information Technology (Announcement No. 4 of 2016), the city decided to execute on diesel cars stage 5 national motor vehicle air pollutants emission standards (hereinafter referred to as "China Ⅴ emission standard"), the relevant matters notice is as follows:

　　1.From July 1, 2017, heavy-duty diesel vehicles and light diesel buses registered or transferred to the city will be subject to the National V emission standards.

　　Heavy diesel vehicles and light diesel buses purchased before July 1, 2017 can be registered before July 31, 2017 on the basis of the official invoice issued before June 30, 2017 (including June 30).

　　Before 1 July 2017 (excluding 1 July 2017)，the heavy diesel vehicles and light diesel buses that have been transferred out of other places and meet the National Ⅳemission standards may go through the procedures of vehicle change registration or transfer registration before July 31, 2017 on the strength of the transfer record endorsed by the traffic administrative department of the public security organ in the place of transfer in the Motor Vehicle Registration Certificate.

　　Heavy diesel vehicles in public transport, sanitation and postal services are still subject to National V emission standards as required by notice Sui Huan [2015] No. 152 .

　　2.Starting from 1 January 2018, light diesel vehicles other than passenger cars registered or transferred to the city (hereinafter referred to as "other light diesel vehicles") shall be subject to the National V emission standards.

　　Other light diesel vehicles purchased before January 1, 2018, can be registered before January 31, 2018 on the basis of the official invoice issued before December 31, 2017 (including December 31).

　　Before 1 January 2018 (excluding 1 January 2018), other light diesel vehicles that have been transferred out of other places and meet the National Ⅳ emission standards may go through the procedures of vehicle change registration or transfer registration before January 31, 2018 on the strength of the transfer records endorsed by the traffic administrative department of the public security organ in the place of transfer in theMotor Vehicle Registration Certificate.

　　2.The traffic administrative department of the public security organ shall not handle the registration procedures if the registration of new cars and the registration of alteration and transfer of non-local cars into this municipality does not meet the requirements of this circular since the above standards are officially implemented.

　　3.The light diesel vehicles mentioned in this circular refer to vehicles using diesel fuel with a maximum total mass of no more than 3500kg; Heavy-duty diesel vehicles are those that use diesel fuel with a maximum total mass of more than 3500kg.

　　4.The motor vehicle selling enterprises shall arrange the sales plan according to this circular and inform the buyers of the relevant provisions of this circular.

　　5.Models that meet National V emission standards can be found in the "Motor Vehicle Environmental Protection Network" (http://www.vecc-Mep.org.cn).

　　6.This circular shall take effect as of the date of publication and shall be valid for five years. The Notice of Guangzhou municipal ecological environment bureau，Guangzhou Bureau of Industry and Information Technology，Guangzhou Municipal Public Security Bureau ，Guangzhou Municipal Transportation Bureau on the Implementation of the Fifth Phase of the National Motor Vehicle Air Pollutant Discharge Standards for Diesel Vehicles (Sui Huan Gui Zi [2017] No. 4) shall be repealed simultaneously.
