广州市认真贯彻落实《国务院关于全面整顿和规范矿产资源开发秩序的通知》精神,积极开展全市采石场整治复绿工作,取得显著成效。到2006年,全市共关闭采石场1195个,并对其中640个进行复绿,累计复绿面积2521.07万平方米,投入资金65069.1万元。
采石场整治复绿工作是广州市“青山绿地、蓝天碧水”工程的重要组成部分。广州市国土房管局作为牵头责任单位,主动与各有关部门沟通,争取各有关部门配合、支持,发挥重要的监管作用;市财政局负责拨付整治复绿和关闭矿山补偿资金;市林业局把好复绿技术关,指导制定复绿验收标准;市公安局、安监局严格把好炸药管理和安全监督关,防止违规作业,乱炸滥采,确保安全施工;市国土房管局、林业局、环保局、水利局、创建办组成采石场整治复绿工作验收小组对每个完成复绿的采石场进行了联合验收。
至2007年底,全市采石场在复绿中共植树562.94万棵,预计5年后可产木材42.22万立方米,增加经济价值2.11亿元,提高了土地利用效益和用地潜力。同时,还治理了采石场周边的地质灾害,使矿山自然生态得到全面修复。

■The Reforestation Project of Quarries
Guangzhou has made remarkable achievements in reforestation of quarries citywide to effectively answer the call from the State Council on bringing the exploitation of all mineral resources under orderly administration. By 2006, 1,195 quarries had been closed, of which 640, totaling 25.2107 million square meters, had been ecologically restored with a total investment of RMB 650.691 million.
Quarries reforestation is an important part of Guangzhou's project of turning the city into one with "green hills and land, blue sky and clear waters". The Bureau of Land Resources and Housing Management of the city plays the leading role in mobilizing all relevant government agencies of the city to carry out the ecological restoration work of the quarries. For example, the Bureau of Finance is in charge of the funds for the restoring process and compensation for the closure of quarries, the Forestry Administration the restoring technology and standards for checking and accepting the restoration results, the Bureau of Public Security the safety of the working environment by regulating the use of dynamite and preventing illegal practice. The acceptance team is jointly made of the Bureau of Land Resources and Housing Management, the Forestry Administration, the Bureau of Environmental Protection, the Bureau of Water Resources and the Office for the Construction of a Civilized City.
More than 5.62 million trees had been planted across the quarries in Guangzhou by the end of 2007. It is expected that, in five years, these quarries will produce 422,200 cubic meters of timber with an added economic value of RMB 211 million. In this way, the potential and benefits of land use is substantially increased, the geological hazards around the quarries essentially minimized and the overall natural ecology of the quarries effectively restored.
